GMS issue with distributing MasterItems

I try to implement the GMS in my environment and almost everything whent as expected. Unfortunatly the final step of populating MasterItems in apps doesnt work.

The Metrics Library app does load the MasterItems shows them ans also recognises all other apps but wont recognise anly apps as subscribed or managed.

First thing i recognised during configuration, as i understand the instructions i have to create the gms tag, but the GMS will populate the tag on it's own depending on the custom property. This never happend, i can and had set the gsm-tag manualy as i tryed to resolve errors.

Nevertheless output from GMS-Testpage confirmes that apps to populate are found and the prosess attempts to update them. Here the output [Update Metrics in Apps]

So there are issues reassigning ownership of those objects. The user-guide is not very specific about the relevance and or prerequirements about object ownership.

As i've seen some post about similar problems on my websearch i suspect it is related to current versions of sense as i use the June2018 release.
