Security Rule to Access non published apps

Hello All,

I want to authorize 1 user, to access all other users apps which is in their personel work(not published)

is it possible?

I tried some examples but it didnt worked on June2019 version

Even belowed rule didnt work.

Resource Filter = *

Actions = All selected

Condition = user.name=xxx

Context:both

Collaborative work should be done by either duplicating the application or by working on the same application in a stream. It is also possible to promote "Community Sheet" to "Base Sheet".
