Allow users to import qvf files

I've found that our users who don't have significantly elevated priveleges, cannot import their own QVF files.

How do we allow users this ability? Deployment admin seems to get us close but Users do not have the "Import" button available in our On-Premise Install of Qlik. They appear to need ContentAdmin but we do not give that to just anyone. How can I allow them to import their own QVF files into their own work environments so they can publish to a stream that they have access to?

It is worth mentioning that only users with professional access will be able to create apps. Analyzers will not have this option regardless of how the security rules are defined.
