I need an updated step by step procedure on how to set up a login page in Okta for accessing Qlik sense enterprise client managed. The method I found has a deprecated "rules" feature.

Would it be possible to provide more details on the request that returns a 400?

Have you look at the rest of the logs?

Have you look at the Community if this is a known topic, like for example:
Qlik Sense OIDC authentication returns Proxy.Sess... - Qlik Community - 1858792

Are you using OIDC at the end?

It can be either SAML or OIDC. Currently I have tested both but still do not get access.
