Analyzer Capacity Pack (Subscription Add-On) does not appear in QMC

Hello,

We have upgraded client subscription with the following license (Add On to Perpetual License):

In QMC -> License management tab we can see that additional analyzer licenses (18) have been added, but there is no Analyzer capacity information in License usage summary tab and there is no tab named "Analyzer capacity rules":

In the site license tab we can see new 18 Analyzer User Subscription and Analyzer Capacity Pack Subscription.

Already tried:

Waited 24 hours for the license to renew automatically
Initiated the update manually
Restarted QS services
Restarted QS server
