re-allocating analyzer licenses

I am trying to find or enhance a screen in the License Monitor app and wondered if anyone can tell me if this feature already exists. What I need is to generate a list of all the users who have been allocated a professional or analyzer license and their usage for the current month, past month, etc. so I can deallocate those who are not active. I found various sheets like user detail and Usage Snapshot, but these are driven by the actual activity--I am most interested in the users who are allocated but have not used their license.

I can see a chart on user detail sheet called "unused access".

In the QMC I can also check the last usage:

I think you can do this by selecting "User" in Access Type, then selecting the Month you're interested in. Next use the Select Possible selection option in the User Id field. Next clear the Month selection. And finally apply the Select Excluded selection option in the User Id field.
