Once you have access to duplicate functionality you can duplicate an app in “Work” section as well as duplicate a published app in a “Stream” to “Work” section. When “Power User” duplicates app from a Stream unable to see “Data load editor” for the app in “Work” area. “How to activate “Data load editor” once an app is duplicated from published “Stream” to “Work” section.”

It may not be relevant to that “Power User” role as I tested with it and I still see data load editor in my duplicate app.

Do you have multi-node? You may need to check the node purpose:
