      <description>&lt;P class=""&gt;Hi Qlik Community,&lt;/P&gt;&lt;P class=""&gt;We are facing a &lt;STRONG&gt;critical access issue&lt;/STRONG&gt; in our Qlik Sense Enterprise environment and would appreciate any help or guidance.&lt;/P&gt;&lt;P&gt;&lt;span class="lia-unicode-emoji" title=":exclamation_mark:"&gt;❗&lt;/span&gt; Issue Summary:&lt;/P&gt;&lt;P class=""&gt;Our &lt;STRONG&gt;Root Admin account&lt;/STRONG&gt;, which is also the &lt;STRONG&gt;service account used to run all Qlik Services&lt;/STRONG&gt; (via "Log on as a service" on the Qlik Sense VM), is unable to access any &lt;STRONG&gt;published dashboards&lt;/STRONG&gt;&amp;nbsp;or &lt;STRONG&gt;License Monitor&lt;/STRONG&gt; or &lt;STRONG&gt;Operation Monitor&lt;/STRONG&gt; Dashboards in the Hub.&lt;/P&gt;&lt;P class=""&gt;The error displayed is:&lt;/P&gt;&lt;BLOCKQUOTE&gt;&lt;P class=""&gt;&lt;STRONG&gt;"No Access Pass"&lt;/STRONG&gt;&lt;/P&gt;&lt;/BLOCKQUOTE&gt;&lt;P&gt;&lt;span class="lia-unicode-emoji" title=":pushpin:"&gt;📌&lt;/span&gt; Observations:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;&lt;P class=""&gt;The Root Admin user is &lt;STRONG&gt;not assigned&lt;/STRONG&gt; a &lt;STRONG&gt;Professional or Analyzer license&lt;/STRONG&gt;.&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P class=""&gt;This is causing a &lt;STRONG&gt;complete block&lt;/STRONG&gt; from accessing the Qlik Hub and published apps.&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P class=""&gt;All Qlik services (Repository, Proxy, Engine, Scheduler, etc.) are &lt;STRONG&gt;up and running&lt;/STRONG&gt;.&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P class=""&gt;&lt;STRONG&gt;User Directory Sync has completed successfully.&lt;/STRONG&gt;&lt;/P&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;&lt;span class="lia-unicode-emoji" title=":magnifying_glass_tilted_left:"&gt;🔍&lt;/span&gt; Suspected Root Cause:&lt;/P&gt;&lt;P class=""&gt;The Root Admin account, while having full QMC access, require a&lt;STRONG&gt;&amp;nbsp;user license&lt;/STRONG&gt; (Professional/Analyzer) to view the published dashboard even monitoring app such as License and Operation Monitor?&amp;nbsp;&lt;BR /&gt;&amp;nbsp;&lt;BR /&gt;Please suggest!&lt;/P&gt;</description>

      <description>&lt;P&gt;Yes, this is expected behaviour.&amp;nbsp; You do need to assign it a license.&amp;nbsp; Permissions and roles control authorisation, but not entitlements. you don't need a license to perform QMC functions, but to use apps (even the monitoring apps) you will.&amp;nbsp;&lt;/P&gt;
