Error-User directory is not not configured when importing users from excel

Hello, I cannot create users in user directory connector via excel(odbc).

The steps I followed are:

1. Installed access database engine 32-bit.

2. Created 2 sheets in excel with name: sheet1 and sheet2. Please see below the excel sheet format:

Sheet2:

3. Created ODBC 32-bit excel driver datasource:

4. On qlik sense management console: I am still getting the error even when the 'sync user data for existing users' are not checked.
