Canadian Area Map

I have been able to construct a US area map using Counties. However, I could not use similar technique on Canada.

I tried ID=City & ', ' & [Province] & ', ' & Country, the map gave me a "unsuccessful location lookup" error.

I am able to create

(1) an area map using at the province level: ID=[Province] & ', ' & Country

(2) a bubble map with ID=City & ', ' & [Province] & ', ' & Country

Now the question is how to create an area map with City or county in Canada?
