Context Group - Propagate changes

I'm seeing few discrepancies between free and enterprise edition 6.3.1 so confirming here, whether "Propagate Change" only happens if I change the "value" or "Name" of an existing context variable in a context group or will it also occur if I add a new context variable.

I'm seeing "propagate changes" only when I change context parameter name or value in context group in enterprise edition,not while adding parameters, but in free edition i'm seeing propagate changes both while adding and changing parameter names/values.

any idea, how the context group "propagate changes" supposed to be working when we add or change any context parameter names/values.
