Currently, we trigger the running of several tasks by "calling" via a URL.
Example: https://ourwebsitename.com/runjob.php?name=jobname
(a) Can I do that via Talend? (b) If so, how?

You can. Take a look at the "export as webservice" feature.

Sorry, I did not mention this in my post: The tasks we trigger via that call are not Talend jobs.
I do not want to turn my Talend job into a job that is run over the web.
I'd prefer that it be on my local machine.
In essence, I'd like to emulate someone opening up a browser and typing in something for the URL.
