How to use expression builder in tmap function to select a specific cell and put into all the values into one column

So I have this excel spreadsheet and I need to select a specific cell in it so that the value would show into all values in a column. Attached are images of both the input and output table.

Hi I'll change my question. I have in input excel sheet which has columns hour interval, raw delivered, raw received, raw mq and adjusted mq but on top of these 4 column is the minute interval in a merged cell(ex: 05:00). These columns would repeat 12 times per 5 minute interval as seen in the attached excel sheet. Now, for my output excel sheet, I want to have columns hour interval, minute interval, raw delivered, raw_received, raw mq and adjusted mq. Attached is the excel sheet for sample input and output table.

Sorry if it isn't clear, I'm still a newbie at talend.
