what is the between Primary command line and secondary command line and how to use those?

The secondary commandl line is a spare command line. First, TAC will try to connect to the primary command line, if the primary command line is unavailable, it will use the secondary command line.

if the Primary command line is fail then the secondary command line will be executed in the mid of process?
