you should have your TAC properly installed so that:
- on Linux, it has scripts for starting and stopping TAC together with the OS
- on Windows, it has to have services installed to do the same.
you should not need to do this manually.
but it would be beneficial to send an email around to ensure that nobody is doing a commit of a job when it reboots..

If I want to restart Tomcat, or if I want to reboot the machine on which TAC is running, is there anything I should do first to to tell TAC to shut down?

But if I want to stop Tomcat manually, is there something I should do first to stop TAC? Or should I just stop Tomcat, and let that stop TAC? When I do that, I get some warnings in catalina.log about trheads TAC started that aren't closed. messages along these lines:
The web application appears to have started a thread named but has failed to stop it. This is very likely to create a memory leak.
