Talend Administration Center (TAC) not running correctly

Hello,
We've installed TIS 4.2.3, and TAC, Command Line and Jobserver should all run as windows services. However they don't seem to run correctly as services, but I can run the bat files from command line. Task Manager shows 3 tServ.exe processes, each doing nothing and consuming 7MB of memory.
In tac\start_tac.bat file I added a few echo "test" >> test.txt debugging lines, and found out that the test.txt is created in c:\windows\SysWOW64 folder, even though the bat does cd "D:\TALEND~1\Talend\tac\APACHE~1\bin" command on the first line. Looks like the 'if exist' tests in the bat also try to find the files in the wrong directory. Since the files can't be found there, the bat does nothing.
Did we miss some steps in installation that left the bat in non-working state, or is this an issue with the installer? How would you go around fixing this problem?

This is on a 64 bit Windows server.

Can you find startup.bat in %TIS%/tac/apache-tomcat/bin and start tomcat server?

Yes, the tomcat server starts up fine when started from /tac/tomcat-server/bin/startup.bat or from /tac/start_tac.bat.

If tomcat server starts up, why tac can't run correctly?

There is no error log written. As far as I can tell, the problem is with how the service is started, "D:\...\utils\tServ.exe" "D:\...\tac\start_tac.bat" "D:\...\tac\stop_tac.bat" "D:\...\utils\tac_service.log".
start_tac.bat:

cd "D:\TALEND~1\Talend\tac\APACHE~1\bin"
if exist "startup.bat" (
	startup.bat
	goto end
)
if exist "bootstrap.jar" (
	java -jar bootstrap.jar org.apache.catalina.startup.Bootstrap start
	goto end
)
:end

When I monitor file activity, all I see is
QueryDirectory | C:\Windows\SysWOW64\startup.bat | NO SUCH FILE
QueryDirectory | C:\Windows\SysWOW64\bootstrap.jar | NO SUCH FILE
This would look like the fServ.exe doesn't change the working directory correctly, and cannot find startup.bat file.

Change

cd "D:\TALEND~1\Talend\tac\APACHE~1\bin"

into

cd "D:\TALEND~1.3\Talend\tac\APACHE~1\bin"

cd "D:\TALEND~1.3\tac\APACHE~1\bin"

Dose it work?

I found the solution in this bugtracker ticket: http://www.talendforge.org/bugs/view.php?id=0022670
Source of the problem is installing on D:. Scripts need to be modified to change drive letter correctly, just doing cd d:\....\ is not enough, you need to do
d:
cd d:\...\
