ToS won't download

I am on a brand new surface pro running window 10. I had ToS on this computer before but uninstalled it because when I clicked on it nothing happened. Now when I go to redownload it I get a window that says "x64 Apps cannot run on your computer". I updated my OS and still nothing. Any suggestions? Any help would be appreciated, thanks!

Hello

Make sure your computer is a 64-bit machine. On Windows, double click 'TOS_DI-win-x86_64.exe' under <studio installation directory> to launch Talend Open Studio. If you can't resolve the issue, please upload the log file which is located in <studio installation directory>\workspace\.metadata.
