Its quite not clear what you are trying to do. The launcher is for macOS and you are trying to start it under Windows?

Hmm not too sure why Mac is showing as the launcher, it is a windows machine and I am attempting to run TOS_DI-WIN32-X64.EXE

I also noticed that installing of this version is somehow buggy and requires fixing. Probably it's improved in the later versions that have been released since then.
