JIRA is a ticket tracker system and it has not functional relation with Talend Open Studio.
What kind of repository do you want to setup with JIRA? JIRA does not have a repository.

Could you please give us more description about your requirement? Are you looking for SVN "shared repository"?
Talend Bug Tracker (talend jira portal)contains reported issues for all Talend products.
