Qlikview - data security in dashboards (authorization on multi tenant database)

I’d like to understand if Qlikview server can be used to access a QlikView dashboard that does not have data loaded in it but when the user accesses it, it can trigger a load of data based on the user. This data query to the database will restrict the data based on the current user.

Is there a reason why you want to do this instead of using Section Access or creating a copy of the app and load data per tenant (and then do section access on users).
