Management Service starts and then stops immediately. Upon checking found error with permissions to temp folder

Error Message

12:21:21.6823479 Warning Creating Performance Counter Category failed. Exception: Cannot create or delete the Performance Category 'C:\temp\tmp66A.tmp' because access is denied.

12:21:21.6853482 Warning Setup of Performance Counters failed. Exception: Cannot create or delete the Performance Category 'C:\temp\tmp66A.tmp' because access is denied.

12:21:21.6863483 Information QlikView Management Service Initialization failed, service stopped. Reason: Cannot create or delete the Performance Category 'C:\temp\tmp66A.tmp' because access is denied.

Can you make sure the QService (or QVservice or whatever you called the local administrator account that runs your QV services) account has read and write permission to that folder?

Created an Local ID and member of Administrator Group.

Qlikview is installed using this ID and all services are runing under this ID.

Even the same ID has Full permissions Temp folder. Manually able to create and delete files.

Is that the same local ID that is running the QlikView services?

If so, double check if that account is also added to the QlikView Administrator Group.

Yes. Same ID is running Qlikview Services

Yes the ID part of Qlikview Administrator Group.

Read few articles and as per them registry permissions to be granted : HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\<category name>\Performance

Installing the performance counter strings for service QlikView Management Service (QlikView Management Service) failed. The first DWORD in the Data section contains the error code.

Suspecting issue might be with .net Framework. So will try to reinstall .netframework 4.0.

Appreciate if someone can provide few inputs.
