Different access (for same user ID) within the same document

Hi,

Is it possible to use Section Application to have two different type of access for one user within a document?

For example, user A should have access to view all countries in Tab 1 but within Tab 2, user A is restricted to see one country?

I have seen some discussion using hiding of sheets but I need the user to see all sheets; just different access type. Not sure if what I'm asking make sense.
