I know a document CAL is attached to a document and so a user with a document CAL can only access that document. Let's say I have 2 users, I bought one Documnt CAL for a QVW file. Can both the users access this app(QVW) file at different times?

I believe they can't (without interfering manually). A document CAL is bound to a given document and identified user.

For concurrent license use, I think you need to consider Session CALs or you might go with consuming Usage CAL, but I would go for 2 Document CAL if you have 1 document and 2 users.

Yes, onde Document CAL allows one user to access one document. It makes sense if you have very few documents, or if most of your users only need access to one or two documents.
