By static, do you mean read only? There is a read only constraint that can be set by going to Document Properties>Variables and setting the Constraint to Read-Only.

Yes, it should work on an expression. I had an expression variable in a test app. I set it to read-only. It worked as an expression in a chart. When I added it to an Input Box, I was unable to edit the value.

Unfortunately, it seems that the variable can still be edited within the Variable Overview. I quickly looked through the security setting, but I didn't see one that would disable access to Variable Overview.
