Set Analysis - not equal to with multiple conditions

Why does this set analysis expression doesn't work? It still includes some eCar / Asda OE data, even though i am specifically stating ignore it.

Min({$<[Insurer]-={'Asda OE, eCar'}>} [Premium])

=Min({$<[Insurer]-={'Asda OE', 'eCar'}>} [Premium])
