This error means that the webserver that is not working.

So I would restart the webserver service. If you are using IIS, make sure that the configuration has not changed.

Answering the question, why, is impossible without more information,

There might be clues in the webserver log, you get this log when you using IIS too. I would also check windows the windows logs.
