Missing Document CALs on Mangement Console

I found I couldn't assign document CALs to one of the document. when i change "Number of CALs allocated to this document" and click "Apply", it gives me the error "Too many document CALs allocated".

total we have 30, and not assigned to any documents yet.

Please help me on this.

Have you deleted any QVW files from QV server without removing the CALs?

Yes, I did that few times, so causing this problem.

But i think i found solutions from this tread. I will do as it mentioned and see how is the result.
