I don't understand why you think you need Section Access for data profiling. Section Access is used for access to the document and access to data in a document. Data profiling as I know it (Data profiling - Wikipedia, the free encyclopedia‌‌) has little to do with organizing access to date.

You may need to load the data twice.

One set that details the user, and would be restricted by Section Access, and a second set of data that does not identify the user, but is summarised by country.

This would allow all users to analyse by country without the ability to get to a user level of granularity.
