Qlik server and Qlik server test should have the same version?

I have istalled server test with it's licence, but server test doesn't get any user cal.

How server test get the borrowed named or document cal from Qlik server?

I am currently looking at this issue with Qlik's support and it seems like there is something wrong with our Test Server license, there are no CAL!

The Production and Test servers should be the same version, that is how you ensure that your application will work as intended on release. This is more a best practice rather than a restriction, as Shiva said, you can have different versions. This happens usually when you like to upgrade your server, where you would first upgrade your test server and verify that it is working properly before you upgrade your production sever.

Regarding borrowing CALs, if you mean leasing a license, you can't. Licensing leasing is not possible on a Test Server.
