Does QV Server include User CALs?

I understand that it is necessary to have a minimum of 5 User CALs and 10 Document CALs the run the QV Small Edition Server.

But do I have to buy these licenses apart of do they come with my server license?

price is for server (small business, enterprise, etc...),

then you have to add the client license
