issues with loading QVWs with “Session Access” enabled on the publisher

Can you please provide a helpon how to accommodate QVWs with "Session Access" enabled that works on Publisher? What we have below is not reloading on the publisher.

Here's an example of what we do and DOES NOT WORK on the Publisher side, locally it works.

Section Access;

LOAD * INLINE [

ACCESS, USERID, PASSWORD, SERIAL

ADMIN, *, *, {SerialNo}

USER, {username}, {password}, *

];

Section Application;

Add the Publisher Windows account into your section access as an ADMIN. This could be done using the username, but I personally prefer the SID.
