Local Admin user can't access section action HTML

Dear All,

I am trying to deploy one report on a server and reload it using a QMS task. But I am getting error saying -

(2015-01-14 14:44:29) Error: The Source Document was NOT reloaded successfully. DocumentPath=path\report.qvw.

My local user is already added to QMS API group with admin rights. Can you please help me what can be the reason for the error.
