Hello

I have a user that has used up all their allocated cal licenses. How do I reset so they can get access again?

Depending on the license type:

Sessions CALs are "cleaned up" every 15 minutes
Usage CALs are reverted to the pool every month.
Named User CALs and Document CALs are assigned to a user, so as long as the user exists the license will be assigned, unless removed.
