Non-Associated data to be displayed on browser/AJAX after User wise Data Reduction?

Hi All,

For example I have a Data like this below -

Let's say there are all total 4 Zones in database (North, South, East, West).

Some Users have access to All Zones and some have a Few of them.

My Data Reduction is based on User. So after Distribution the report on the browser/AJAX mode -

TOM has North, South, East

MARK has North, South, East, West.

JOHN has North, West

Can it be possible to show - All the Zones (even the Non Associated ones) to that User, even after data reduction and distribution?

Example -

TOM would see all 4 Zones , MARK would see all 4 Zones, JOHN would see all 4 Zones.

Selecting the Non-Associated data can possible clear all the selections made (That would be OK!).

Please suggest!
