Unable to add/remove document CAL

I am really stuck with this issue and no idea where to start. Any help on this is appreciated

When I try to access a document via Management console (Documents Tab) to add new document cals I get one of the following errors (unique to published documents).

Error 1

Cannot access a disposed object.

Object name: 'System.Net.Sockets.Socket

Error 2

DSC did not respond to request.

Last exception (for http://b1knoxp0294:4730/DSC/Service): The request channel timed out while waiting for a reply after 00:00:30. Increase the timeout value passed to the call to Request or increase the SendTimeout value on the Binding. The time allotted to this operation may have been a portion of a longer timeout.

While trying to change the number of CALs allocated to a Document then I get the following error:

After the aforementioned error a the screen appears but the previous document cal details are missing and while trying to change the number of CALs allocated to a Document then following error is encountered

Not found: UserDocuments.Properties.Licenses.AllowDynamicAllocation
