Populate missing values based on previous row record .

I am looking to populate any missing records in my data based on the previous value .

The table attached has three missing records for field S111.

The logic is simple

1. If S111 is not null / blank then the value of S111.

2. If S111 is null then populate with the previous S111 value.

I used to previous function but this only worked for the first null value, when row id 12 uses the previous function it looks at row id 11 which is also null / blank therefore not returning 'Stopped' which is the desired result.
