Load .xls transformation

Hi,

i have a kind of doubt if it is possible in qlik to perform a Transformation, like i will Show now, of an .xls table we have got from our customer.

The source .xls table looks like that:

and i would like to get a flat table and transform the .xls Input as following:

Is that possible to redefine the structure in this way?
