convert rows in to columns

I have the log file as below and want to convert the rows into columns. I cannot go with the cross tab because if you look at the user A2 the process started at 11/19/2013 19:48:16 and the finished the process at 11/19/2013 21:10:06. Try to isolate the valuable data of each record, it seems USER, Timestamp, Step, Key, then I suggest to use a generic load.

Thanks Michael. I doubt generic load will be helpful.Since there is no unique way to reference the records.
