Try to use

in Style tab and make sure that this option is chosen

BTW: The data from chart you wan to get have greater granuality.

I could get somewhere close but not all the way.

You can reverse the scale but cannot get a line chart. So I had to use a mixed chart.

The attached shows a section of the chart produced.

I used right axis for both the rates (reversed as required). The settings for both were as follows:

Static Min : 10

Static Max: 0

Static Step: -1

seems to be not possible to get exact chart lines!
