topic Model with Section Access does not open through server but can be opened in client in QlikView

We have been having an intermittent issue with qvws with very large section access tables. Once deployed to QVS the model cannot be opened in a browser or via QVP in the QV Client. However, that same file can be opened by the client directly (i.e. File Open, not Open In Server).

We now find that a number of our 1000+ users configured for this model cannot even see the model in AccessPoint.

Additional info:

1. Windows folder permissions are not the problem: the users are able to open other documents in the same folder.

2. Large Section Access table: because of the volume of users and the nature of the security applied the Section Access table is nearing three mill rows.

3. Large data sets: the model in question has about 30 million data rows.

4. QV Server: running 11.0 SR2.

Any thoughts or suggestions?
