If statement as expression in List box Field is not sorting appropriately

I am using below condition as field in a list box.

=IF("~IC"=vIC,Accountable_User) .

It doesn't sort whatever I do. Any thoughts is highly appreciated. attached is the qvw file.

if you are wanting to sort it based on the name, any reason you cannot disable the sort options you have and select Text - you can then have them sorta A-Z or Z-A?
