Jan Month Count of workers

Hi I have Start date,End Date,Worker,Manager fields.

i want to calculate count of workers under manger Month wise

Logic.The logic should be for eg:- for Jeff , for Jan 2015 , count contingent workers whose Head Count.Start Date is less than Jan 2015 and Head Count.End Date greater than or equal to Jan 2015 (Jan 2015 also should be included for end date). This logic should be applied for each month, which will include open + closed.

Count of workers for Jeff in January should come 62

any help would be greatly appreciated
