form to scroll through rows

Has anyone figured out how to present rows one by one in a vertical format, like:

Name: John

Address: 123 Street

Zip: 43230

I want to then add a button to scroll through the table, one row at a time.

Actually, my anticipated use is where I have a straight table with many columns that scroll off the page, So instead of scrolling to the last column, just flip to a vertical format so that all columns are visible without scrolling.
