Is there a way to put the PHP binaries and having the qlikview webserver use that to load PHP pages for forms and such?

It would definitely be an unsupported configuration with Qlik. My advice would be to have another web server software installed that already have or can have PHP installed without messing with the QlikView Web Server. This could even be installed on the same machine.

An alternative is to configure QlikView to not use it's own WebServer but use IIS. Then you could do the integration directly into IIS without creating an unsupported configuration.
