Loop and Distribute Question

I have a QVW file with Region Field (North, East and West) and an E-mail Field containing email ids of Managers.

One of the managers e-mail id is linked to two regions (North and East).

I have created a report in the QVW file.

Now I am creating a task using loop and reduce based on Region Field. And then using Loop and distribute, I am distributing PDF report to the Managers using their email IDs.

My question is, once i execute this task, I understand three new QWV files will be created one for each region.

How does the loop and distribute work here? One manager has association with two regions. Does that manager receive two PDF reports then one for North and one for East?
