Building Balance Score Card

I am trying to build a Balance Score Card . The sample output and the data file in excel is attached.

Based on the data the logic for selecting records should be

a) Under each BSC_NAME by Strategic Objective by Type ( ACT / TGT)

b) select records by each KPI Code

c) Pick Records by choosing the Maximum of LowRptPeriod, within that Min Level within that Max Flag within that Max Flag_CurKPI

d) Print the Value column

e) Calulcate the Variance between (Act and TGT)

I have highlighted the records that should get selected based on the criteria of filtering .

Any help would be greatly appreicated.
