If you are partner of qlikview then contact your account manager

He will be the one responsible for all this sort of things

As several answered already, you must be a partner first.

Then as explained in the "Partner Portal" part of qlik.com:

Enabling the Certification Process

Decide who in your organization that should be certified in the different roles.
Contact your Partner Sales Manager or the Partner Sales Administrator.
You will receive a registration e-mail with information.
Sign in at www.qlik.com
Click on the "Training" link
Select "My Training" - you will find your registered certifications there!
Click on the link to start and get an overview of your process. Here you can start your test, download information, send your final application to your censor as well as check your results.
Follow the instructions that you will access from this point!
