      <title>Force scale on a bar chart</title>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;On the Axis tab, you can set "Static Max" to force the top end of the scale.
