Full Accumulation does not correctly color bars

Hi,

Is there something I can do to get different colors on bars based on this Background Color expression "if("Actual" < "Target", red(), green()". The Actual expression is set as Full Accumulation and the Target expression is already accumulated in the source file, so it is set to No Accumulation. Even, when I had both expressions fully accumulated it was not working as I would expect. In the example below all bars need to be in green.
