Is it possible to create the scatter plot with a 5-meter circle and a 10-meter circle on top of the graph? So that they are responsive to filters?

Almost, it's a perfect circle, of radius 5.
Negative Y axis values missing
But how to make this line in the chart?

When I apply a filter that restricts the values of the graph, the circle for being static becomes crooked.

Please see my attchment. Because I think reference line can not do that, so I think if I created many points to make circle it can be solve maybe.
